Found some dude who actually computed a simple ROI in re; The "first green zoo in the country"... Cincinnati Zoo. Since I had no numbers to work with, my gut feeling told me this investment would be recovered sometime in the way distant future, but yet this century.
Proof:
The project cost was about $11,000,000 of O'stimulus money. The annual savings of $150,000*. Thus ROI = $11 M / $150K = 73 years or 2010 + 73 = Year 2083. What did I say?
*Savings come from trimming peak electrical demand during the cooling season for A/C service. Right now its under of 6" of snow. Snow...this whole project was a snow job, most importantly the taxpayers. Gee, I wonder if addmission ticket price will increase. You betha Red Rider!
No CEO or Company President, in the free market system, would ever look at this project. Actually, no engineer/accountant would have the fortitude to ever submit such a silly project for approval, in the first place.
