Taxpayer subsidies are forcoming, so is Nov 2014 midterms. 5-Notwithstanding, the total choas, polls in the low percentiles in all categories, mountains of pending issues on pp's desk, Dirty Harry in the hospital, he and his entrourage and mother-in-law too are heading soon for Hawaii for 2-3 weeks of downtime. Video clips didn't show any middle class folks, but billion-aire movie tycoons. William had an interesting piece in the local Sunday paper, which has it's origins in Econ 101. Who pays the FICA Taxes? This is Social Security, Megicare (Medicade) and soon O'Care after pp transfers ~ $746 B from Medicare to the latter black hole. I bet Joe Blow on the street thinks 1/2 he pays and his employer the other half. He be wrong, in Econ 101, there is a clause know as Incident of Taxiation. That's like a head fake in a make up basketball game, except pp is heading for the opponents basket. 2-Retrogressing for a monment, to last Tursday's WH briefing. pp made an early-on statement to reporters, 'do you really think I am that stupid to go out there for months saying something, that is not true'? No one had a chance to respond and if he/she did would banished from press room, for life. He was referring to his stump speech where he said over and over again 'If you like your current healthcare plan and doctor(s) you can keep them'. Well, now you can. But sir, your O'Care Law doesn't say that directly? Next reporter. 3-Really, pp is inviting hackers from around the world to dive into O'Care web-site. 4-The WH reports the number of customers are ramping up, but with testimony yesterday hearing the site is a... hacker's paradise. 5-Another ill was reported in yesterday's hearing, the web site is far from completed! Glitches notwithstanding, the whole back end of the site lacks completion. In fact it's only 50 to 60% complete... end of Nov. another blown prediction. OK upfront, but the rear of the plane is missing. There is a big problem, there is no program to pay the hospital, clinics, doctors, EMS, other medical services and personnel. That would not bother pp, he has your money and cares less when those agencies are paid. 6-Currently, however pp is meeting with state insurance regulators and separately with insurance executives to work out some kind of deal to supplement those agencies if there is a short fall. Grand lanceny at the Medicare Trust Fund next. 7-Meanwile pp's approval numbers are in parity with Congress and sinking faster. 8-Requiem for O'Care, sooner than later, pp a lame duck to 01.20.17.

1- This is the 150 th anniversity day since President Lincoln spoke his 10 sentences, 272 words Gettsburg Address. Perhaps the best selection of words utter by humankind to date. 2-In the shadow, pp will not be able to attend the above event, for he is adding bales of duck tape around his signiture work of the last 6 years...O'Care. 3-Gotta tell you what happened to me eariler ths AM. I received a invoice for some tests conducted in June 2013. The invoice was all screwed up it. Primary insurance was incorrect, secondary carrier was...none. So I go off on a mission to correct. First insurance t/p called was answered by (I am not kidding) her name was "Peggy, how many I help you?" I couldn't help from laughing. Two ladies later, bingo...got problem solved. Now we wait and see. 4-I believe both of our primary/secondary health insurance are safe, from O'Care for now. No one knows for sure what pp is going to use for money to support his O'Care Law, when the number of people and the mix of people apply do come close to balancing. Medicare for sure will be hit, pp said so for years. Medicare solvency is my concern as pp sucks out ~$800 B to balance the books pp's way.

Like a history book, you can't read it in one sitting, but do read it. 2-Last night we watched a National Geographic presentation "JFK". On Nov 22,2013, JFK will have been assassinated 50 years ago. You really should watch the NG's presentation. Some parts have been colorized,in HD, that give you a more personalized version leading up to Nov 22, 1963. Some parts are in B/W for contrast, for later generations. No one can predict what #35 could have done, if able to serve his out his first term, perhaps a second term. However, no US Senator has ever served with honor, their creditability challenged, fogs any long term achievements. Ok! JFK created the Peace corps, first LDP to cut taxes and cut sending, and chased women around the WH on company time. 3-Then you got #44 in the WH now, the reluctant leader. He has no clue what he is doing, the associate president Vallory Jerritt is calling the signals??? Feedback not available yet. 4-In chess, the currently operative term "check" seems appropriate for the LDP senators. It's "checkmate" come 2014 mid-term. Both houses of congress safely in CTPR hands, makes pp a lame duck. 5-The housing sector seems to have slowed, several LDP calling for a decrease in the Dodd-Frank Law requiring 20% downpayment. A flash back to Zip's years, now doesn't it? 6-The GI did it again. Congraduated the wrong guy with the same name, as the new Boston Mayor. 1-What occurred in Virgina's governor'r race is the same thing that got ZIP elected to the WH in 1992 and 1996...a strong third party show place finish. 2-Re-election results in NJ governor's race sends another strong message for 2016. 3-Two LDPs ran for mayor of Cincinnati. The more conservative candidate won. Maybe real, long term problems can now be addressed before Cincinnati heads for a Detroit finish financially. Like address the $864 M unfunded retirement debt and halting the stupid streetcar project and re-think outsourcing the parking meter debacle, other issues. I don't have a dog in this fight, since I live outside the city limits. 4-I believe I found out "Art" Carney WH spox problem. While he will forever be branded the biggest wimp of all times, but also the biggest waste of the English language in history...trying to interrupt pp's ever changing mis-information or shall we say... flat out lying, is tough. But couple Carney's words with his facial expression and body motion makes him look like a small child with his hand in the cooky jar. 5-Besides being another Ivy League grad (Yale) like algore in journalism, Carney does understands and speaks Russian. Maybe if Carney gave his daily press conferences in Russian he might fine Russian weases words to further cloud his message at least buy time. The media in general, are beginning to follow FNC lead and blast this WH and the LDPs.

The same was true for your doctor, period. 2-With hundreds of thousand of existing folks received letters from their insurance companies indicating their insurance would be cancelled come 01/01/2014. Because the policy doesn't meet ACA minimum standards. WH speech writer got to work. 3-Side Bar: Just last night the pp's speech writers, following other quarters to eliminate the word "period" from the US version of the King's English. Those same quarters, want to replace the word "period" with a dot. 4-How-some-ever, pp changed his pitch, but the word "period" sort of disappeared in pp's speech. Another change in scope of work, was made by the CEO again When did the project manager find out??? 4-Found out how the contractor(s) were hired by CMS. As suspected... on a cost plus basis. Katty bar the doors!!!. CMS spox said any extra work would be done by contractors on gratis basis. Really! Hey babe, its cost plus contract, the only way to stop the flow of invoices is to fire the contractor right now. Contractors don't work on pro bono basis, unless under the table.

1-In mid to late 1990's a variance to accepted Design/Construct Project/Task Management/Engineering methohology was attempted to satisfy the subject of this blog. It's purpose was to expedite the Project Engineering facet of a design, but still develop a 10% +/- cost estimate, get local sign off, obtain Corporate Capital Asset Request(CAR), so manufacturing can commence at the earlest possible date. 2-To generate a loosly developed scope of work, generate a a +/- 10% estimate, so a CAR can be presented for Corporate approval mox schnell, was like a kamikaza mission for the project engineer/manager. 3-Say the CAR was approved, the project engineer/manage immediately had to retreat back to square one, to finalize the scope of work, ramp up engineering staff to provide the civil, site development, structural, final spec/order process equipment, development piping and instrumentation diagrams, mechanical electrical design and issue competitive bid packages. Assuming a 2-week turnaround, then award contracts. The contractor would secure the necessary subs to complete the work. The contractor would reported to the project engineer/manager. 4-Here is where the variance came in. Skip the ramp up of engineering staff. Rather issue a total contact to the low bidder or from an Corporate list of approved contractors and have contractor(s) complete the engineering, of which many had no clue especially the subcontactors that make up sometime the majority of the contractor's manpower loading in the field. 5-Oh! one thing the company project engineer/manager would submit the equipment specs and electrical/instrument specs. to contractor. Like predicted above most contractors/sub don't have the inhouse engineering staff so they went outside for support. While the company project engineer/manager, knowledgable on the total project sits and signed off on invoices and reported progress of which he has to pump out of the contractor. The contractor had little skin in the game, the company project engineer/manager becomes the fall guy. 5-Results: the project crashed and burned long before the project is completed. or anything and the approved funding is expended. Chances are this contractor will not get a repeat preformance at this site. 6-The fall guy attempts to salvage the project or recommends cutting loses and scrap the project. A lost opporunity for the Company/Corporation, but the competition benefits. 7-Rather the Design/Construct Project turns out to be Construct/Design project. 8-This methodolgy still existed and is evidenced by the O'Care roll out

1-There are several avenues available when preparing a bid package. Essentionally, there are three basic contracts: Fixed Bid, Cost Not-to-Exceed and a Cost Plus Contract. Hundreds of variances exists, but for simplicity, lets just stick with the three note above. 2-I have serious doubt HSS/CMS (Owner)issued a fixed bid contract since the 2,500 pages ACA Law and the 27,000+ pages of Regulations, some of which are still being generated now 3 1/2 years into the Law's existance. They probably issued a contract on a Cost Plus basis. A Katty bar the door event. 3-Maximum risk, in fact all risks goes to the Owners the contractor little or no risk, just issues invoices on time, and start sawing down trees. This way owners can report, project is under way early on. This info is handed to pp. No checks or verification are made by the WH, certainly not by the CEO, who goes on a road shows for days. 4-With no control on cost, I bet no benchmarks and certainly not a completion date was established early on. So the another leg of a three legged stool is disregarded. Time. 5-The third leg...a completed bullet proof programs for enrollment, sign-on to specific plans the taxpayer must pick. Oh! the individual cost, well it will forthcoming, along with any rebate monies coming from the hids of the senior enrolled in Medicare or Medicaid. The third leg of the stool is MIA. 6-Somewhere in time the Owners or the WH made a political assessment. We can't have ACA package unfinished and drift into 2014, hell it's the mid-term elections cycle. Lets make 10.01.2013 the kick off date for just the enrollment phase, tested or not to get a flavor of how the folks are receiving this panic attack. The statics wil not be available now until mid-November, 2013. In the meantime, the programs have crashed and burnt, several times. What to do? Hire more contractors! 7-Hence the CEO activated the calvary. Key Google, "Red Top", "Orical" computer experts are acomming to fix the problem. What this will do initally, it will piss off the on-board contractors extending the fix time and testing well into Dec 2013. 8-pp will have a hissy fit, hitting the road again to blame the CTPR. Reality is taking over. 10-In the meantime the CTPR must get their house in order and with one voice, start to rip apart the last 5 years of the pp administration. 1- Built on a previous blog of the same title, a project manager/engineer(PM/E) can be directed by a CEO to expedite certain elements of a project after scope freeze, capital approval has been made, to satisfy a late born whim to more, better, faster criteria. 1-To some, maybe most think these hearings are boring, I find them interesting. It's America government in action or lack there of. Some key points noted below. 2-NO shit, Dick Tracy! No one in pp adm. ever get fired, except the one Jon Hannity (FNC) exposed. 3-There are, but 30 days in the month of November, as the chair politely advised a LDP from CA. Not certain why the 31 November was even cited, it is the middle of November now when the flood gates will be opened and all the hidden stats, data, information is to flow. 4-Frau Fuhrer, to my chagrin, admitted she was born in Cincinnati. Others stated daughter of John Gilligan D-OH an ex-govener of Ohio. Undisclosed, she was from a family of "Digger O'Dells", the friendly undertaker. 5-Frau Fuhrer held her cool (maybe hardened from her family business) during the hearing. Answered most questions with a response. The LDPs pitched mostly soft balls with a mixture of accolades. Son of a Glitch!

1- Watching the House investigation committee plow into the half cooked O'Care monomentional roll out, incurring glitches as gleaned from the four major subcontractors CQI,RSI,EqualFax and Serco. These agencies reported to a governmental agency CMS, who reports to HSS. There could be ~50 other smaller sub-contractors reporting to the four noted above. 2-Frau Fuhrer will appear next week to testify. If she is still heading up HSS. 3-It had become obvious to me for a long time neither Frau Fuhrer nor pp were ever exposed to the elements of project or task management. Their approach was always political dictate and delegate the details. It is the details that come up and bits you in the ass, Sir. 4-I spent most of my career in project/task management mostly as the project manager(PM) but also as a subcontractor to another colleague. Task management follows the same principles. 5-The PM is totally accountable and responsible for time management, manpower/equipment resourses, meeting the completion bench marks, financial budgeting and manageing cash flow, plus a weekly status report through the entire parabolic curve or life cycle of a project including post start up problems/ solutions. Apparantly Frau Fuhrer nor the Son of a Glitch believe this was necessary, just keep the subcontractor(s) feet to the fire. That is a fools world! 6-Oh! Not leaving ~ 25,000 boots on the ground post "war", Afghanistan will look like Iraq today, if the navel cord is cut too soon. 2-Check the records. More military deaths YTD have occurred in Afghanistan, under pp's watch than #43, on a shorter duration. A double wammy. 3-Fisher House Foundation saved pp's ass and provided the bridge to the dead military's families, while pp through Art Carney and Dirty Harry, played games of maximum hurt. Masochist all. 5pp seaks as if Afghanistan doesn't exists, but it does pp, and last week,there were five GI's who died,the first to die since the go'vt slimdown. 6-Built into the militaries' half of the spending cuts was weasel words which cut the families of the fallen of their benefits $100K. Days V and VI

Frau Fuhrer screwed up again. 3-What is happening in the other 19 states and applicable terrorities is unknown. 4-Lets see, all those applicants that must sign up, some 30 million+, have from Oct 1 to Dec 15, 2013 (76 days) to do so. Ok..., sticking with the 50 states: 30,000,000/50 states = 600,000 average applicants per state/ 76 days = say process 8,000 average applicants/state/ day. You can see where the $1.2B can be expended. Navigators by the boat load are needed to advise the applicants how to shop for the perfect Bronze, Silver, Gold, Platinum Health programs. Keep in mind none of the applicant information is verifiable, offering individuals to game the system from the get go. Navigators, state agencies and scumbags will hack the system to death. Graft, corruption and scams of all sorts feed on such an oppurtunity. 5-Come Jan 1, 2013 , these 30M+ highly briefed applicants must place their orders with the "state approved" insurance agencies. But, not to worry the rest of us taxpayers will cough up the "rebates" so all 30M folks can have as a minimum.... a Gold health program. Just wait your BS will be shut down when Senate turns red in 2014. 3-Now the US Disabled Vets Program is affected by gov't slimdown thanks to pp overruling the Vet. Affair Agency while on TV. A Real guy, a Jim Clancy character. 4-The SOS states it would be diplomatic malpractice not to sit down with the Iranians to discuss their nuclear ambitions? What!!! Sort of a month's paid vacation with interest. Besides the IRS couldn't handle that many people at the unemployment offices...lack of personnel. 2-Consequentially, there will be no new unemployment rate tomorrow ...you guessed it...for lack of personnel. Hey, the normal weekly numbers coming out of BLS and related DC agencies are made up by some joker(s) in the corner office. They have a creditability issue...$ numbers from any DC agency should be challenged to the "n" th power. 3-CNN's Costello, TV news reader, (maybe Lou's granddaughter ?)is neither beautiful nor honest. 4-pp called all the leaders of congresss to WH last night to witness what Charlemagn did centuries ago...crown himself king of the US. Absolutely nothing was accomplished, other than acknowledge that pp is still in town. He has been MIA up to last evening, except for scripted undisclosed locations with LDP TV media. 5-A LDP congressman D-CA went bonkers adressing the House today and called the CTPR for issuing a gee-haud (spelling ?) against Americans. 1-Do suppose the Red's were affected by the government shutdown? Maybe they are just laying down on the job, need more pay, free stuff, working now for peanuts ( minimum pay 2013 in the millions average) 2-Manager Dusty Baker must go. They need a new leader, like the US of A does. Suggest the Reds consider Dallas Latos for starters. This might not go well when playing Pittsburgh. 3-George Wills leaves ABC for FSN. Another sees the light at the end of the tunnel. 4-Going to miss Tom Clancy, been one of my favorite action writers. 5-WW II vets (in their 80s and 90s) charged the "locked" gates of their sidewalk memorial in DC yesterday and again today, with the helped of CTPR . The Day Before

By this time the country's financial critical mass will have been reached. 3-Also it will give the world, especially the CTPR almost two weeks in which to fetch the fall out of the O'Care and belly up to the table to play hard time reality tests and the chart the course/ direction this nation is going to take. 2-Meanwhile to divert some attention from above, the Camel Herder is about to file suite against NC recent voting right changes. Sounds like the 1960s all over again. The proof of the deception: The US Supreme Court already ruled in NC favor on June 25, 2013 on this very claim. Get real... try shitting down Gitmo again. Earth Core Spins

1-Fox openly interviewed Assad on TV somewhere in Syria. Expected BS. 2-MSNBC openly interviewed the new Iranian president, on TV somewhere in Iran. Expected BS. 3-NYT secretly interviews the POTUSA, in an undisclosed location somewhere in US. This was done earlier, during the what one could call the "Mexican Standoff Pphase" over Assad or rebel or foreign fighters alleged use of WMD and the US planned shot over the bow foreign policy response. More BS. 4-Not sure who CNN, ABC, CBS or algore's old TV network, now known owned by that Arab network name, interviewed of any foreign importance. 5-The most informative TV interview aired yesterday. Maybe it was C-Span, don't know for sure but it with two former SODs of pp administration. The former DOSs one D the other R, held no punches in describing the complete collapse of the pp administration, particularily foreign policy. This was nothing, but the facts. 6-The ongoing congressional investigation on the Benghazi war crime probes closer and closer to the door steps of MP, and the POTUSA. 1- Call it what you please, but the massacre at the Washington Naval Yard yesterday was nothing less than another terrorist attack on US soil. 2- While the massacre was on-going the WH was carrying on regular business. A mid-day TV event was scheduled and held in re: the state of economy. But first, pp took a moment to addressed the Washington Naval Yard incident, and current affairs in the Syrian Civil War.(That's a story for another day.) 3- Someone at the WH should of cancelled or postponed Monday's WH agenda, and pp should of comforted the family/elatives of those 12 that were killed and bring the nation back together after another homeland terrorist attack...but no, it's all about pp. 4- Already LDPs are claiming the lack of gun controls and the affects of the Financial Sequester (pp's invention) caused lack of security at the two Naval Yard Entry Gates were 3,000 Naval, civilian, and contract civilian personal enter. Sure!!! 5- As more info on the "Texas born killer" comes forward, his path carries a wrap sheet, mental history, and an "Honorable Discharge" from the service. From the Navy or Naval Reserve? Currently, I am uncertain of the batting order of this killer's event history. 6- Anyhow he was residing in DC area and once worked the same Naval building (how he kept his secret classification ?) as and IT electrican. Recently converting to Buddhism, spent a time in Thailand, and of recent worked at a Thai restraurant bus boy in DC area, before going on rampage. Sidebar comment: I bet this guy was gaming the US system of late. He got more free stuff from gov't, free cell phone, free food stamps, health care plus restaurant pay than as a contract civilian working as and IT electrican . Plus he din't like to get up so early to report to work, like the other 2,999 others that worked at the Naval Facility.

Reflection

1-President Reagan referred to the WH, as the "Puzzle Palace on the Potomac." It is more appropriately applied today, since what flows from this WH is truly a puzzle of incoherent messages, policy and fuzzy math. New staff people come and go in the WH, the message/ problems stay the same...it's the WH scret agenda/mine set. Read the book entitled: Agenda 21. 2-The second term of one's presidency primarily, is to maintain command of the ship of state, enforce and follow up on approved laws, provide financial guidance, build foundations for new legislation, and when time prevais, building one's legacy. 3-By comparison, the Jersey shore was destroyed by Hurrican Sandy earlier this year, for the most part. Rebuilt to higher standards? Sadly parts of the Jersey shore today lays smoldering from another disaster. If what was destroyed a second time was indeed part that was rebuilt with taxpayers money... it totally lacks proper design. There appears to have been no or inadequate sprinkler or retard systems, and cerainly few, if any fire walls. Whole blocks of buildings do not totally burn down, no matter how it was caused. 4-Benghazi comes to mind, but in this case no one was killed. 5-pp will make another trip to the Jersey shore to join the round man in telling the residents... government help is on its way. 6-I suppose you long ago realized, the people that got pp re-elected... were the recipients of welfare, free cell phones, free food stamps, free everything. But there lot in life has not changed in generations, but is getting larger. This is going to be a tough nut to crack.

1-It is so sad to see an American president so badly represent the greatest nation on this planet ever. You got to read Glenn Beck's book "Being George Washington" to get a measure of how small our current POTUSA really is. Last night on national TV, pp claims he and Putin discussed specifically a game plan of getting the UN inspectors involved in a search/ collect of all of Syrian's WMDs. Guess what? Assad agreed immediately to Putin's request and why not, they are buds. He will play Saddam Part II in the hide and seek game with the UN inspectors. That's if the WMD haven't left Syria, as we speak? This is all going to happen while a three sided civil war is ongoing. You betha! pp looks puppet whose handler had a stroke. 2-pp called off, no, no postponed the Syrian itsy-bitsy air strikes vote in congress (he was for sure to lose in House, probably the senate as LDP are cutting bait, with pp prior to mid-term elections Nov 2014). 3-Now lets CTPR united, attack the WH/pp ADM. on several fronts: defund O'Care, national debt, deficit issues, cut spending, Benghazi CSI, NSA, IRS, DOJ ( IRS cooperation, Ops Fast and Furious, voter ID issues in TX and NC, many others). I see a diversion coming from the camel herder...need to close Gitmo again. BS! Damn the tropedoes!!! Full steam ahead! 4-Back to some reality cases: Spitzer and Weiner (LDP-NY) both had their asses kicked in the New York primaries yesterday. Also two recently elected LDP from WY lost there office by a recall vote. Keep your hands off my guns... did them in. 5-The silent majority are coming out of hiding.
