More, Better, Faster! Part II.

1- Built on a previous blog of the same title, a project manager/engineer(PM/E) can be directed by a CEO to expedite certain elements of a project after scope freeze, capital approval has been made, to satisfy a late born whim to more, better, faster criteria. Sometimes it is required to met a change in the customer's need or desire. In other words the frozen scope of work turned to defrost, the monies aprove is challenged. Katty bar the door. 2-As noted in previous blog, all projects have a bell shaped, or parabolic, life cycle curve. 3-Expediting certain elements of an approved project carries with it certain risks unfortunity, the PM/E carries the burden if scope drifts, delivery delays, but faster completion may be achieved, however more start up problems may occurr by oversight and hence the customer need are not necessarily satisfied, plus cost control goes out the window. 4-PM/E must quick on his/her feet to appraise early on, the CEO of issues and request supplement funding mox schnel. The CEO will not be fired, but the PM/E fate is in a bubble. 5-O'Care project follows the above case to a tee. 6-pp (CEO) approval rating drops to 42%, likeability also spiriling down! Reality aces BS evertime. 7-Over an open mike at House Hearing yesterday, Frau Fuhrer, said this to a staff member... "Don't do this to me"! Wonder what she meant by this statement? 8-Mike Rogers R-MI, perhaps had the best question yesterday...You (Frau Fuhrer) launched O'Care on 10.01.13, knowing security system was not tested? OMG! 9.The dumbist answer yesterday was by Frau Fuhrer..."it against the Law for me to join O'Care". This is totally incorreect.

I am Responsible !

1-To some, maybe most think these hearings are boring, I find them interesting. It's America government in action or lack there of. Some key points noted below. 2-NO shit, Dick Tracy! Frau Fuhrer when questioned early on as to who is reponsible for the O'Care launch screw ups...the HSS Secy. said she was, but indication of resignation was even hinted. No one in pp adm. ever get fired, except the one Jon Hannity (FNC) exposed. 3-There are, but 30 days in the month of November, as the chair politely advised a LDP from CA. Not certain why the 31 November was even cited, it is the middle of November now when the flood gates will be opened and all the hidden stats, data, information is to flow. 4-Frau Fuhrer, to my chagrin, admitted she was born in Cincinnati. Others stated daughter of John Gilligan D-OH an ex-govener of Ohio. Undisclosed, she was from a family of "Digger O'Dells", the friendly undertaker. 5-Frau Fuhrer held her cool (maybe hardened from her family business) during the hearing. Answered most questions with a response. The LDPs pitched mostly soft balls with a mixture of accolades. From the other side, mainly fast balls, tight inside like St Louis pitchers gotta throw the next two games. St Louis now in 7. As to accuracy of responses remains to be analyzed. She owes the Committee many written responses and information lacking from her memory recall. 6-I reported incorrectly of yesterday's hearing as the stats and data release would be mid-Feb, 2014, the correct date, as noted above, will be mid-Nov, 2013. Maybe it was a premonition? 7-Wow! Forbes' editors picked Puntin, Russia PM as the most powerful person in the world, pp finish in a distance place, with Xi Jiming of China in show position. 8-Oh! One small bit of information you should be aware...O'Care Application Programs was out-of-service during the entire hearing. Reassure total system will be R-T-R someday?

V.A. Cancy

1-Since pp is out of the loop on so many WH issues, it has been rumored he has having Valory Jerrit, the appointed associate POTUSA, authorizating to sign off on his correspondance using pen name V.A. Cancy. Note if you drop the two dots and lower case the a and c and compress, it reads "Vacancy". By the way that's my invention, I think is't an approparite description. 2-Checkmate...Apparentally pp knew of the O'Care glitches as early as 2011. My assessment... he knew of the problems from the get-go. 2-HSS Frau Fuhrer has extended the enrollment date to March 15, with complete sign-up into the O'Care by 03.31.14, I think. She testifies tomorrow at the House Committee. 3-As we speak, The House is cooking, at least on one side, the Head of CMS or Center for Medicare and Medicaid Services, Marlyn Tavenner. Like I said only the the CTPR are asking the questions and the LDP sends up accolades, or give 2 minute speeches of mostly misinformation by a bunch of older jerks. 4-CMS Manager Tavenner, could not raddle of relative numbers of enrollees to sign ups nor percentages, but said she will be able to respond to those questions by mid-Feb, 2014. Huh! 5-She recided that computer glitches notwithstanding, are being repaired on the fly, but there are other ways to enroll in O'Care...the famous 1-800 number, or visit you exchange navigators located in respective states, assumed in the states capitals. 6-As to hackers gaining access to indiviaual SSN, income, health issues are concerns; the subcontractors are aware and are fixing the program. 7-Enrollment was suppose to be the easy part, wait to signup, the big kicker comes when actual utilization need comes 01.01.14, when one may not be signed up until 02.31. 14, discounting the tax assassment is inforced.

More, Better, Faster,

1-These were the buzz words coming out of the post-graduate MBA programs, near the end of the 20th century. Maybe still in vogue today? Get more done, with less resources, but with better quality and by all mean beat the competition to the customer door. Essentionally, conpress the time from concept scope of work to the receiving dock of the customer. Oh forgot!... with little or no SMOG inventory and "green" to the core. 2-Here is what was funny, these ideas were a product of Dr.Deming as he applied to post WWII in Japan, withbig $s aid from the USA. He turned Japan into the most mighty nation in the manufacturing, all sectors in the world. However, by the time time Dr. Deming's ideas washed ashore here in the US of A, Japan's economy peek and spiral to below the "x" line. 3-Applying the Deming's princilpes in a relatively new state-side facility, (Japan)) optimizing the last 2-3%, provided success with little capital and works great. Trying to apply the same priciples to an on-going facility, on the fly, and discounting limited resourse, legacy commitments, and dictated environmental issues proves an impossible excercise. It's cheaper to buy than make so... 4-The MBDs, returned to the older sites that failed to be reborn, packaged them and shipped them overseas to "new" facilities. The word "new" is wrong considering the working condition and unaddressed environment world wide issues. But we are turning, as economists pridicted to a service nation...flipping hamburgers and low paying entry level jobs. Raise the min. wage as th LDP cry, the economy will flip these people overboard and the welfair roles explode. 5-The playing field, in world wide manufacturing is lopsided to start with and with an administration trying to micro-manage certain selected manufacturing, "green" projects will prove to be the nation demise. The next three years will be tough and the following administration will need 3-5 years to undone what the last administration dictated... the real lost eight years in American history.

Monkey Court

1-Only monkey on the House panel yesterday, was the LDP-NJ. 2-Spotlight zoomed in on the HSS's bait and switch tactic, a change 2 wks before launch. Current MO enroll now sucker,if you can, we will advise you what it is going to cost you later... (Happy New Year folks). For fear of sticker shock. Gotta get 7M to sign up, 1/2 better be in there late 20s and 30s or pp blew another $ 1B. 3-LDPs in red states up for election 2014, are peeling out like lemmings jumping into the sea. 4-True to form, pp diverting attention yesterday, retreats to a issue he gained some traction before..Immigration. 5-Why has a WH agency issued a new most wanted terrorits list with capture rewards posted, but none from the Benghazi massacre? Such tactic covers pp's ass, but will haunt MP in 2016. 6-WH and LDPs voiced that the gov't s/d cost the US of A $24B. Gleaning the list of 25 items affected it is impossible to arrive at that cost impact. Just a few: Cancelled treatments for children w/cancer, that's a Dirty Harry special, closed WWII, Viet Nam, D Day Normandy, France open air memorials all, furloughed military chaplains(we are not a christian nation/pp statement when in Egypt 2009), closed Acadia Park in ME. and Cape Hattoras, NC, forcing people from private homes on gov't land, whaty the hell, them we LDPs, I bet. St Louis Arch closed, s/d critical USDA websites???, barred rowers from the Potomic River gives you a flavor for my reasonable doubt to the $24B SWAG LDP impact statement. One more item for giggles: Closed Mt Vernon Estate, a private run agency, that pays the gov't rental. Huh!!! Only pp could of thought up this double wammy item, he don't like white people. 7-The "monkey court" reconvenes the day before Halloween, thats if Frau Fuhurer don't head back to Kansas sooner. 8-St Louis Vs Boston in World series tied at 1-1. St Louis in 6.

Son of a Glitch!

1- Watching the House investigation committee plow into the half cooked O'Care monomentional roll out, incurring glitches as gleaned from the four major subcontractors CQI,RSI,EqualFax and Serco. These agencies reported to a governmental agency CMS, who reports to HSS. There could be ~50 other smaller sub-contractors reporting to the four noted above. 2-Frau Fuhrer will appear next week to testify. If she is still heading up HSS. 3-It had become obvious to me for a long time neither Frau Fuhrer nor pp were ever exposed to the elements of project or task management. Their approach was always political dictate and delegate the details. It is the details that come up and bits you in the ass, Sir. 4-I spent most of my career in project/task management mostly as the project manager(PM) but also as a subcontractor to another colleague. Task management follows the same principles. 5-The PM is totally accountable and responsible for time management, manpower/equipment resourses, meeting the completion bench marks, financial budgeting and manageing cash flow, plus a weekly status report through the entire parabolic curve or life cycle of a project including post start up problems/ solutions. Apparantly Frau Fuhrer nor the Son of a Glitch believe this was necessary, just keep the subcontractor(s) feet to the fire. That is a fools world! 6-Oh! A BFD, the scope of work must be frozen early on, and any change requests/orders must be cleared throuigh the PM not the CEO of the corporation, in this case the guy who lives in the WH. pp made many field changes to O'Care on the fly, when ever he felt like it,(which on the surface are totally unconstitional)and may/or may not advised the PM Frau Fuhrer. The is reasonable doubt, that HSS was always in the loop, and if this were true what happens to the the hired hands generating/interpeting the 11,000,000,000 words of the ACA. I believe the Constitution of the US of A, word count totaled was ~4,500. 7-The real test of the ACA comes some time in 1Q14, when those enrolled, actually sign up for benefits. This is one of the WH's field changes of bait and switch on the fly. Telling the customer what the benefit(s) costs upfront would cause sticker shock and not sign up, and pay the penality. pp made another field change, creating another glitch. 8-The WH's need 7,000,000 new customers by 03.31.2014 and at least half to be young, health, ages >27 to say 35 candidates, willing to pay premiums and deductables through the nose, just to meet a break even point for the program. The older, more sickly folks will follow pp to the promised land and sign up. 9-Noah, I don't this boat will float!

It happened Monday.

1-Remember last Monday I reported while pp was giving his rose garden sales pitch for O'Care, a young white woman in a red dress, appearing sickly, shut her eyes and began to keeled over? pp was a first responder sort of. Some now say the whole thing was staged? Trust but verify! 2-Well, I was amost correct, Frau Fuhrer is slid aside but not out. Jeffery Zients, savoir of the "Cash for Junkers" scam in first term, is called by pp to head up a horde of IT geeks converging on DC to fix what Frau Fuhrer didn't tell the POTUSA... the old DOS program ain't workn'. That's a joke, I think? Financially, this will be done on a cost plus basis. But fix it, they will, to hell what it costs it's pp 's only "achievement" going into his second term. 3-Robert Gibbs, I suppose will remain aloff WH secret agent advising pp special advisor V. Jerret, the associate president to tells him what he needs to know. A trusted aid? 4-pp sure likes to delegates,or does he lead from behind all the time? Makes one wonder what he really does when not on the campaign stump. Cash for Junkers, Fast and Furious, IRS, NSA, and the colossal mismanagement of the Benghazi Affair plus a ton of other issues he appears passive, white-washing his way into the history book. Sir, Jimmy's got you beat so far for the 43 ranked POTUSA. 5-October must be open season on grade school teachers, second one killed today. 6-Prince George got christened earlier today. But the calvary is on it's way from Silicon Valley to fix the program. Who is going to pay for this folly, I suppose you and me. In the meantime, the POTUSA gives this advise...just call the number above and get a navigator to help you and get free tickets to see pp life history do out to be released in 2016. But sir, I understand the navigators can't access the web site either. The ticket offer was my invention. 2-I didn't see any news network showing the girl passing out in the first row behind the POTUSA rose garden speech of yesterday. Maybe Jon Steward will do so later when pp makes another visit. pp was a first responder. 3-Seems Frau Fuhrer will testify before congress next week afterall, later to fall on the sword. Robert Gibbs to take her place. That's my predicition. 4-pp will never postpone the sign up dead line, but delays of months will be unavoidable. Making programming changes on the run will prove impossible. 5-Where the rubber hits the road is in the second phase of committing for an actual program: bronze, silver, gold, or platinum. Coupled with that decision is the applicant's disclosure of your actual income, SS#, other personal info, to see if one is available for rebate $. and how much. Holy cow, this is where the applicant can games the system. Billion of $s will flow out of the HSS budget. It happened in the rose garden.

1-As pp was giving his, I believe his third final approach of positive spin on the dismal launch of O'Care, a young, white woman in a red dress with buggy dark eyes, slowly closes her eyes, as if about to keel over. Grasped by other prop people standing behind the POTUSA, he calls for someone to rescue the damsel in distress. Shortly thereafter, the rose garden spiel ended, upon leaving pp stating that's what happens when he speaks too long. Not a good omen! 2-I understand Frau Fuhrer, will not appear before congress to testify on what HSS is up too. Very interesting! 3-They say if you had an infinite number of monkeys, with and infinite number of word processors and infinite amount of paper, the monkeys could replicate the bible word for word in an infinite amount of time and money. pp says they now securing the best IT people possible from all over the country, to fix the HSS problems but they are not retreating. I wonder how many people feel as the young women above.

What day is this?

1-Isn't exciting watching DC go through the parliamentary procedures in addressing our individual financial future or lack thereof? 2-Some people think the problem in Washington lies in the NFL team's mascots name. Even the busy POTUSA, takes time out, to support changing the title "Redskins" to something else, but offered no suggestions. He will have Dirty Harry and Mother Moron to work out details with the UN, strike that use NFL. Both Bob Costas and pp need to mind to their own business. Leave the Washington Redskins name as is. 3-As a diversion... did you know 7 of the top 10 congressional members are multi-millionaires? 70% are LDPs, one believed to be Mother Moron? 4-Did you hear pp was in such deep thought one day that when boarding Marine #1 helicopter he forgot to salute the Marine standing at the foot of the boarding stairs. Coming to his senses, he turn around retreated down the steps and shook the Marine's hand? A gross error in presidential protocol? That's a two fo, the POTUSA has may two fo's days. 5-O'Care is rolling right along, but it is not ready for prime time. In fact, it is still stuck in the starting gate in most places. Seem individual applicants will need to input a little financial verification afterall. Who would of guessed that? Do you get the feeling O'Care has all the characteristic of the 1990s LDP invention that lead to the Housing Crisis. Everyone can not be guarantee home ownership nor can have complete health care at no cost, in a democratic society.

Before the Twelth Day

1-The incredable coward of Alice's time, once again lives, and now resides in our nation's house. My simple mind can not manufacture the words to fully explain, the sucker punch pp delivered to all families of our military, both living and dead especially those of the recent dead formation. Since the gov't slimedown, 29 American service personnel have giving their lives to pp's good war. This incrediable coward, our Commander in Chief, gives not a tinker's damn about Afghanistan, our military, other than he is pulling stakes and folding up tent come 12.31.2014. Or so he thinks. Not leaving ~ 25,000 boots on the ground post "war", Afghanistan will look like Iraq today, if the navel cord is cut too soon. 2-Check the records. More military deaths YTD have occurred in Afghanistan, under pp's watch than #43, on a shorter duration. A double wammy. 3-Fisher House Foundation saved pp's ass and provided the bridge to the dead military's families, while pp through Art Carney and Dirty Harry, played games of maximum hurt. The whole lot is brain sick. pp's tactics were learned on the streets of South Chicago, they are core of his "leadership skills" along with jhis minister "Jerammya!", he employs running the " now tarnished city on the hill". 4-There will be no resolve of the slime down over the week end, however come Columbus Day we just might see the shore through the foggy beach called DC.

Day VIII

1-Do you realize only 17% of the gov't was impacted by actual shutdown and that percentage is shrinking by mini-bills pass thru congress signed off by pp. It may cease to exist on its own accord, certainly by the next drop dead, 10.17.13. 2-Therefore 83% of the gov't has been up and running since 10/01/13. Business as usual. 3-Just when one thinks everything bad has happened, anothers percolates to the top. 4-This case goes to the root core of inflicting maximum pain on the families and frends defending these United States by the WH, DOJ,DOS,DOD. Masochist all. 5pp seaks as if Afghanistan doesn't exists, but it does pp, and last week,there were five GI's who died,the first to die since the go'vt slimdown. 6-Built into the militaries' half of the spending cuts was weasel words which cut the families of the fallen of their benefits $100K. Fix it NOW! 7-pp has some explaining to do, the creepy jelly fish.

DayVII

1-Seems O'Care had additional hardware and software glitches. System took another time-out. Maybe early on applicants have an demographic problem. Too few younger folks > 26 are applying? Frau Fuhrer was on Jon Steward last night trying to explain, what the problem(s) are, to no avail. 2-pp recently said, over a hamburger and fries in a local DC joint, that he has bent over backwards trying to work with the CTPR leadership. A spineless jellyfish he. Last week he called the leaders of CTPR and LDP to WH to advise he was not going to negotiate with applicable parties period. 3-Could the two US raids in N.Africa over the w/e: Tripoli, Libya and Nairobi, Kenya be just a diversion from the mounting pressure over the partical gov't slimdown. The terrorist leader in Libya( on the lamb for ~16 years could of been nabbed weeks, maybe years ago. The Kenyan raid was a bust. 4-Speaking of cuts: Even Catholic priest in the military or on contract with the military were barred from saying Sunday mass. Not sure if Muslim services were affected last Friday nor Jewish services on Saturday? 5-A US citizen sets himself afire on the Washington mall, for no apparent reason other to make Greater DC, a killing ground. 6-SOD Hagel must of tuned in to the TV show last week, which featured his two pp predecessors of the SODs. He took independent steps to call back to work most of the Pentagon's "non-essentional" civlian employees. Our nation security has priority over pp's secret agenda. 7-Appears the pp's gov't slimdown is being erroded by the ever ebb tide of reality.

Days V and VI

1- After four days from blast off, the O'Care program took Sat and Sun off. Well not for rest, but to fix major glitches that should not of occurred. Like 26,000 applicants ID and finanical information went out on unsecured lines. Law suits to follow. 2- In July 2013 HHS granted a $1.2B contract with a British firm "Serco" to implement O'Care program in 34 states. By the way Serco, a multinational firm, is currently under investigation in England for serious fraud issues. Frau Fuhrer screwed up again. 3-What is happening in the other 19 states and applicable terrorities is unknown. 4-Lets see, all those applicants that must sign up, some 30 million+, have from Oct 1 to Dec 15, 2013 (76 days) to do so. Ok..., sticking with the 50 states: 30,000,000/50 states = 600,000 average applicants per state/ 76 days = say process 8,000 average applicants/state/ day. You can see where the $1.2B can be expended. Navigators by the boat load are needed to advise the applicants how to shop for the perfect Bronze, Silver, Gold, Platinum Health programs. Keep in mind none of the applicant information is verifiable, offering individuals to game the system from the get go. Navigators, state agencies and scumbags will hack the system to death. Graft, corruption and scams of all sorts feed on such an oppurtunity. 5-Come Jan 1, 2013 , these 30M+ highly briefed applicants must place their orders with the "state approved" insurance agencies. But, not to worry the rest of us taxpayers will cough up the "rebates" so all 30M folks can have as a minimum.... a Gold health program. The retirees and soon to retire are going to pay.... more for less Medicare benefits and cuts in SS. Really everyone will someday retire so all of the other 300,000,000+ US citizens will pay in the long run. 5-Looks like the gov't shut down is begining to look like a super Nova in the making.

Day IV

1-The POTUSA left the security of the WH yesterday to get back on the campaign trail to promote his secret agenda, while another shooting occured in DC. 2-The POTUSA's demeanor/ character yesterday was cocky, niggardly, enjoying the pain of others in his attempt to make the CTPR party, and more Americans pay dearly in 2014. Heads up old boy, do you realize that ~ 49% of American votered against you in 2012? and the House remained in the CTPR in tact. Just wait your BS will be shut down when Senate turns red in 2014. 3-Now the US Disabled Vets Program is affected by gov't slimdown thanks to pp overruling the Vet. Affair Agency while on TV. A Real guy, a Jim Clancy character. 4-The SOS states it would be diplomatic malpractice not to sit down with the Iranians to discuss their nuclear ambitions? What!!! Maybe the POTUSA should take counsel and make an effort as the leader of all Americans and negotiate with congress to get to the root case of the current gov't slimdown... spending cuts, develope an operating budget, a balanced budget and cut the BS. 5-Never before has a POTUSA taken such a partisan attack, as the current WH occupant. 6-The black female driver (with 1 year old daughter as passenger) that was shot and killed in DC yesterday, reportaly had mental problems...thought pp was stalking her. 7-I wonder if Earl's boy will follow up on the stalking bit. Maybe she just wanted pp to see their child? 8-The black female driver was using her car as a ~2,000# weapon. Put two cops in the hospital. WH must call for a committee to study banding all vehicles from DC??? Good Day!

Day III

1-Everyone, well LDPs maybe, is worried about the 800K federal "non-essentional" workers thrown out into the street as part of the gov't slimdown. Will they get un-employment benefits? Are you kidding. Once the gov't shutdown is resolved by months' end, the 800K federal "non-essentional" workers will get there backpay plus ~8% gov't interest rate plus overtime to catch with non-essentional backlogged work. Sort of a month's paid vacation with interest. Besides the IRS couldn't handle that many people at the unemployment offices...lack of personnel. 2-Consequentially, there will be no new unemployment rate tomorrow ...you guessed it...for lack of personnel. Hey, the normal weekly numbers coming out of BLS and related DC agencies are made up by some joker(s) in the corner office. They have a creditability issue...$ numbers from any DC agency should be challenged to the "n" th power. 3-CNN's Costello, TV news reader, (maybe Lou's granddaughter ?)is neither beautiful nor honest. 4-pp called all the leaders of congresss to WH last night to witness what Charlemagn did centuries ago...crown himself king of the US. Absolutely nothing was accomplished, other than acknowledge that pp is still in town. He has been MIA up to last evening, except for scripted undisclosed locations with LDP TV media. 5-A LDP congressman D-CA went bonkers adressing the House today and called the CTPR for issuing a gee-haud (spelling ?) against Americans. Hey pal, check with your leader as to who delared a fat-wad? (again spelling ?). 6-Dirty Harry don't like the interium mini-bills coming from the House, like one for letting the WW II vets into there sidewalk memorial, or one for funding for sick children. Huh!!! Dirty Harry hates kids with cancer.

Day 2

1-Do suppose the Red's were affected by the government shutdown? Maybe they are just laying down on the job, need more pay, free stuff, working now for peanuts ( minimum pay 2013 in the millions average) 2-Manager Dusty Baker must go. They need a new leader, like the US of A does. Suggest the Reds consider Dallas Latos for starters. This might not go well when playing Pittsburgh. 3-George Wills leaves ABC for FSN. Another sees the light at the end of the tunnel. 4-Going to miss Tom Clancy, been one of my favorite action writers. 5-WW II vets (in their 80s and 90s) charged the "locked" gates of their sidewalk memorial in DC yesterday and again today, with the helped of CTPR . Tom Clancy stuff!!! This was an impact to government shutdown. 6-pp hasn't reported yet on the impact government shutdown. Like he did once before on the "locked doors" at the open air Lincoln Memorial. Don't take long for him to catch on.
