I believe the WH is preoccupied by the ongoing trail of Ex-Gov Blagojevich in Chicago and how it might impact WH staffing, than the Gulf Oil Crisis.
Foreign countries/companies have offered assistance, but the "Jones Law" precludes this from occuring. However "W" waved the "Law" during Hurricane Katernia and accepted all the help he could get. Peter Pan wants to keep Salazer's boot on Yont Hayward's throat at least until HIS third visit to the Gulf early next week.
To predict BP's demise, the way things are going, doesn't take a MBA. Heck, China has started plans to extract oil from Cuban waters < 90 miles from Key West, would glady aquire BP interest, but not the current liability that will stretch out for decades. Meanwhile Peter Pan sits on his "hold order" to futher oil exploration of any new exploration ANYWHERE. "Ho, Ho, Ho, Ho, strange things are happening" to borrow a trademark saying of one time comedian, Red Skelton. Somehow I believe the American tax payer will someway, sometime be involved in paying off the Gulf Coast folks affected by this man-made crisis.
