I quess to "celebrate" the 5th annaversary of Huricane Katrina as it plunged from the sea, hitting the Gulf Coast in an unpresidly, like the length of the Island of England, Scotland and Wales combined. Lt.General Russel Honore US First Army who took charge, from the fumbling state and local officals, is quoted in Douglas Brinkley's book "The Great Deluge". Gen Honore acknowledged the master strategy of the emeny in this situation. "If he had been attacking the Gulf Coast, he would have used the same tacties as the deadly storm". A 'classic military maneuver' using overwhelming power and the element of surprise to cripple communications and blocking transportation routes. Only one access road to NO area was passable...I 10E. Staging of resources was fanned out in a 180 radius to north of the effected area, out of harms reach. All this had to be funneled west, then south, to pick up I 10 E, to enter the city, which took time. And the storm covered its flanks by breaching levees and distroying railroads. That's the real story... reality intrudes again.
With that in mind, it should be interesting, how PP frames the above event and the way "W" was blamed for arriving late, compared with his handling of the one localized oil leak in the same Gulf, fifty miles out to sea, that could be attacked from 360 deg. took three months?
